New rules will soon be in place to govern fossil fuel usage and cut carbon pollution coming from America's power plants. The Environmental Protection Agency proposed the plan last year, and it is expected to be finalized this summer. Most of the rules have to do with the generation of electricity, so it might not be obvious that the plan would have implications for the average consumer. As it turns out, the EPA plan could make a big difference in homeowners' utility bills – hopefully a positive one.

Reduction in Energy Bills

While many people fear that new clean energy rules will cause the retail price of electricity to skyrocket, experts are predicting otherwise. According to an analysis by the National Resources Defense Council, low and fixed-income households should actually see their utility bills fall by an average of 8 percent. In total, the group suggests that consumers could save as much as $37.4 billion on their electricity bills by 2020.

Why such a rosy picture? As the nation switches to more sustainable energy sources like wind, the costs of production will fall. Furthermore, since the fuel price for wind and solar is zero, consumers will be shielded from volatile prices of coal and natural gas, which can make electricity bills vary widely. What's more, the Clean Power Plan will promote investment in household energy efficiency to encourage families to reduce their own consumption.

A Boost to the Economy

Some think tanks are also predicting a boost to the economy as we transition to a cleaner energy grid, with jobs available to build and maintain the emerging infrastructure. People will be needed to work on windmills and solar installations, for example.

"The most important takeaway from our analysis is that, after accounting for the various ways in which the Clean Power Plan puts upward and downward pressure on employment, we find a net increase in jobs,” Industrial Economics Principal Jason Price said to UtilityDrive.com, forecasting a net gain of 74,000 jobs in 2020 and as many as 273,000 jobs by 2040.

Health and Climate Concerns

There should also be ancillary benefits to the EPA plan. Cutting down on fossil fuel emissions means less pollution in the air near ground level, too, so people should suffer from fewer related health problems. NRDC predicts that the change will prevent up to 6,600 premature deaths, 150,000 asthma attacks in children and 3,300 heart attacks.

In addition, the less carbon the nation burns, the less we accelerate climate change, which is poised to cause unpredictable but inevitably expensive disruptions in familiar weather patterns.

All in all, nobody knows for sure what will happen with the new EPA rules, since they haven't been finalized yet. However, if the experts' predictions are anywhere close to reality, Americans will be able to celebrate cheaper and more environmentally-friendly energy in the not-too-distant future.

To help you along the way, here are several ideas you can implement to reduce your carbon footprint over a 24-hour period:

Turn your thermostat down one extra degree all day, if you’re still using the furnace. If you live in a warmer region and are already using the air conditioning, turn the thermostat up a degree or shut it off altogether and open the windows. It’s an almost imperceptible difference in terms of comfort, but it adds up to real energy and money savings.

Turn off all electronics when they’re not in active use. This includes shutting down your computer fully -- sleep mode still uses energy!

Take public transportation for the day, or if the weather cooperates, ride your bike. If you have to take your car to work, ask around the office to see if anyone will carpool with you.

Be diligent about recycling. Many areas now have curbside recycling, which makes helping the planet easier than ever. But some trash still needs to be sorted or cleaned before it can go into the recycling bin, and unfortunately, not everyone takes the time. For your day of going green, make the effort to recycle every scrap of suitable trash.

Find a new way to go paperless. If you’re still receiving certain bills in the mail, see if you can register for an email alternative. If you’ve never e-filed your taxes before, make this the first year. You can even ditch the Post-It Notes and grocery lists by storing those little reminders on your phone.

Only run your washing machine or dishwasher when you have a full load -- otherwise, save it for another day.

If it is a laundry day, hang your clothes to dry. You don’t need to string up a line outside; just pick up an affordable drying rack that allows you to dry a whole load of clean clothes in a compact space.

Try dialing the temperature gauge back a notch on your hot water heater. We all like hot showers, but if your water heater is storing water at a higher temperature than you can comfortably tolerate, there’s room to cool things down a few degrees.

Alternative Energy for the Win

Many aspects of the federal energy tax credit program have already been curtailed, with credits from most common upgrades having expired at the end of 2013 (but it’s not too late to claim the money if you haven’t already — see below). However, there are some credits still active for alternative energy installations. You are eligible for a kickback of up to 30 percent of purchase and installation price come tax time if you made any of the following additions to your existing home or new construction in 2014:

And it’s not just the purchase price of the equipment -- your credit can cover the labor to set up and install your new efficiency devices as well. Qualifying homes must be located in the United States. Heat pumps, wind turbines and solar all are valid for your principle or secondary residence, with no limit on the dollar amount. Fuel cells have more restrictions — they qualify for primary residences only, and have an upper limit of $500 per .5KW of power capacity. Renters are not eligible for the tax credits.

If you didn’t act this year, you have until December 31, 2016 to purchase and install your new equipment and still qualify for the credit.

It’s Not Too Late

And there’s more good news. The NonBusiness Energy Property Credit is still available on the taxes you fill out this year — provided you made the improvements in 2013 or earlier. If you made qualifying upgrades to your HVAC equipment, insulation, roof, water heater, windows, doors or biomass stove, you can claim up to $500 in credits on up to 10 percent of the costs. These credits are limited to upgrades made on existing homes, and each specific installation has a cap:

Installation costs cannot be included for doors, skylights, windows, insulation or roofing. Also note that the $500 limit is over the lifetime of the Property Credit, so if you already claimed $300 in past years, you can only get a maximum of $200 on this year’s tax return, even if you spent much more than that.

How to Claim Your Credits

To claim your credits, fill out Form 5695 with the appropriate information about your expenditures and include it with your other tax paperwork. Don’t forget to hold on to all your receipts and manufacturer’s certification statements so you can back up your claim if the IRS comes knocking on your door.
