The times, they are a-changin'. President Obama recently announced the details of his highly anticipated Clean Power Plan, a measure aimed at reducing the country's harmful fossil fuel emissions and limiting our contribution to climate change. The plan, when fully implemented, should reduce carbon emissions by 32 percent below 2005 levels by 2030. Read on to learn more about the Clean Power Plan and what it means for you.

Lower Prices at the Meter

The Clean Power Plan was developed by the Environmental Protection Agency, under the authority granted by the Clean Air Act. It imposes sharp limits on the types of energy production that power the nation's electrical work, but grants flexibility to states in how they act to meet those limits. In general, the plan encourages a shift away from burning coal during energy generation, while states have the option of upping their renewable energy production, using nuclear energy, increasing their efficiency or relying more on natural gas.

The good news for homeowners is that the plan is projected to decrease the bills you pay to power your residential electrical work. An analysis by the Natural Resources Defense Council found that the average home electricity bill could fall by as much as 8 percent, and consumers could save up to $37.4 billion overall in electricity by 2020. The rationale for the savings is that renewable fuel sources cost less to run over time once the initial infrastructure is in place. Also, the plan encourages investments in household energy efficiency, which means that you may come to be less reliant on your home electrical work without substantially changing your behavior.

Clean Air for Breathing

The Clean Power Plan has another ancillary effect that has nothing to do with electrical work: it should cut down on air pollution and create a healthier breathing environment. For example, while we rely on the ozone level high in the sky to block harmful sun rays, ozone at ground level is known by another name – smog. It is created when sunlight interacts with pollutants and can be very harmful to our health. The plan should reduce smog levels and provide us with cleaner air to breathe.

Furthermore, one of the biggest signs of climate change is unusually hot and dry weather in certain parts of the country, which can lead to out-of-control wildfires and harmful particulates that damage your lungs. Strange weather patterns have also been blamed for an increase in allergies this year. If you buy an electric car now, you can benefit from rebates and tax credits. These financial incentives are time-sensitive and change from year to year. They are being offered to early adopters to “break the ice.” While this article focuses on Los Angeles, it can get you started on finding out about the rebates and tax credits available in your part of the country.

People are calling them “electric cars” or “Electric Vehicles” or “EVs.” I’ll use the terms interchangeably.

What financial incentives are available for purchase of electric cars? If you purchased an electric car in 2011, you may be able to reduce your federal tax bill by $2,500 to $7,500 with a tax credit. Other tax credits are also available. Converting your Prius or other non-plug-in hybrid to a plug-in can reduce your federal tax bill by 10% of the cost of the conversion. Purchase of an electric motorcycle or low-speed “around the neighborhood” electric cart can reduce your federal tax bill by up to $2,500.

Californians who buy an EV and act quickly enough can qualify for a rebate from the State of up to $5,000 on an electric car and up to $20,000 on a commercial vehicle. These rebates apply to many kinds of electric vehicles, including all-electric, hybrid, motorcycles, and low-speed “around the neighborhood” carts.

What rebates are available for installing an electric charger? Electric cars come equipped with a charging cord as standard equipment. This is called a “Level 1” charger. It charges an all-electric Nissan Leaf in about 20 hours and a hybrid Chevy Volt (which has an auxiliary gas-burning engine) in about 10 hours.

To charge your car faster, you need to buy and install a Level 2 charger in your garage or carport. A Level 2 charger works more than twice as fast as a Level 1 charger. With a Level 2 charger, you can easily take your electric vehicle from empty to full overnight. A homeowner who has a Los Angeles electrician install a Level 2 electric charger can receive a 2011 tax credit of 30% of the cost of the purchase and installation, with a cap of $1,000. This means that you can reduce your 2011 tax bill by 30% of what you spent on purchase and installation of a Level 2 charger, up to a $1,000 tax cut.

If you are a customer of the L.A. Department of Water and Power (LADWP), you may qualify for a $2,000 rebate on installation of your electric charger. To qualify, you need to also install a separate electric meter for your new electric car. Ask your Los Angeles electrician to see if you will save money with this approach.

Does EV charging receive any special break in electric rates? In Los Angeles and many areas of the country, yes. In L.A., both Southern California Edison (SCE) and the Department of Water and Power (LADWP) offer special reduced rate plans for charging EVs at night, during off-peak hours.

Both power companies encourage people thinking of buying an EV or installing a charger to contact them. Call DWP or call SCE for EV info. SCE has extensive information on its website. Both companies are particularly interested in customer plans regarding EVs because they need information for planning power demand.

Are there any other incentives for electric car owners? Some states, like California, provide a sticker to qualifying electric car owners so that they can drive in freeway carpool lanes regardless of the number of occupants.

The average American home would've been built in the early 1980s, and many older properties are still being sold. Generally, homes that were built after 1940 are in the clear—they are usually safe and the electrical systems were installed up to code. Homes built prior to the 1940s should be evaluated, however, as many of the electrical wiring could have deteriorated or may not be able to power a home in this era of modern day technology and appliances. Regardless of when your home was built, it might be a good idea to have an electrician come out and evaluate the wiring systems in your home and ensure that your family will be safe. Here are some things that you can look for yourself when it comes to old wiring in old homes:

Old Cables

Metal cased, fabric covered, or frayed wires are signs that your wiring is outdated and unsafe. Many times during the early 1900s, electrical wiring was “protected” by metal jackets or canvas-like cloth, which can cause problems if the insulation in your walls has been damaged or aged, or even if the metal electrical cords were placed on inadequate grounding. If the wires get exposed, or start to fray in these two locations (next to insulation or on top of a poor electrical foundation) this could be a serious fire hazard waiting to happen. You know you need to call an electrician and get your wiring replaced when you can see any scorch marks on switches or outlets, when you see torn, damaged, or missing insulation, or when you see exposed wires that could potentially cause a fire.

ZINSCO and FPE Panels

Zinsco Panels

While popular around the 1970s, Zinsco panels are almost obsolete today. However, older homes can still have these panels as a part of their home’s electrical system. Not every Zinsco panel needs to get replaced, but it would still be a good idea to get it inspected, as these panels have circuit breakers that have been known to melt into the main bus bar and cause a fire.

FPE Panels

Federal Pacific Electric panels were distributed throughout thousands of homes in the 1950s to the 1980s, and have an unfortunate reputation of being extremely hazardous to the safety of you and your home. These panels have been known for their inability to trip the circuit breaker when the circuit is overloaded or short. When the breaker doesn’t trip, it instantly puts your home at a fire risk because the circuit is taking on much more than it can handle and has no way to shut itself off.

If you recognize either two of these logos on your electric panels in your home, call an electrician immediately to get them inspected.

Old Fuse Boxes—Below 100 Amps of Power

Houses built before the late 1940s and early 1950s were not expected to handle the amount of electricity that we use in modern time. That being said, the homes were installed with a circuit box that can only power 60 amp service (four fuses), or sometimes even 30 amp service (two fuses). This means that your older home may not be able to power all of the appliances and electronics that you have in your house. If your breaker is tripping constantly, or your electric bill is through the roof, this may be a sign that your older home needs an electrical inspection to update the amp-service. Older electrical panels are also at risk of starting a fire. If you are unsure whether or not your home is experiencing this, call an electrician to be safe, and they will be able to give their expert opinion on whether or not you need to upgrade your electrical panel in your older house.

These are just a few signals of outdated electrical work in an older home, but each one is a serious risk to the safety of you and your family. If you have an older house, be sure to get it checked out and evaluated for safety.
